Key points
Capital spending by U.S. companies will decline for the third straight year in 2003.
Though spending by Japanese companies will be flat this year, it will be down 70% from 2000.
European companies will increase their spending by 15% this year to $3B, down 60% from 2000.
Spending by Taiwan companies will be up by 9% in 2003, largely because of DRAM fab expansions.
South Korean companies will increase their spending by
almost $2B this year.
