The National Electronics Manufacturing Initiative(NEMI) is spearheading three efforts aimed at encouraging the implementation of optoelectronic components in electronic assemblies. The consortium is organizing an Optolelectronics Technology Integration Group (TIG) to focus on issues including design rules for large, high-frequency circuits; test equipment and fixtures; accelerated reliability testing; and package standardization. Optolelectronics Level 2 Assembly Automation will evaluate alternative attachment techniques, and will develop cost models for processes that reduce attachment cost by 10× and create attachment standard specifications. Optoelectronics Level 2 Assembly Procedures will develop cleanliness standards and guidelines for fiber handling with the intent of reducing fiber-handling process costs by 10×. In addition, NEMI, along with member company Adept Technology, will sponsor an optoelectronics assembly workshop Sept. 14 at or near Adept's Livermore, Calif., headquarters. The American Council of Engineering Companies(ACEC) has appointed Steven V. Hall as director of government affairs. He succeeds Jack Kalavritinos, who has been appointed by the White House to serve as associate administrator of procurement policy in the Office of Management and Budget (OMB). Hall, a 14-year Capitol Hill veteran, most recently served as chief of staff and legislative director for Rep. Sue Kelly (R-N.Y.). He also has served in senior legislative positions with several congressmen for whom he handled issues of primary importance to ACEC, including regulatory reform, environment, labor policy, infrastructure appropriations and taxes. Kathleen "Kitty" Kono has been appointed vice president, global cooperation, of the American Society for Testing and Materials(ASTM). In this position, Kono is responsible for leading ASTM's international outreach efforts and coordinating ASTM/U.S. government relations. She joined the association's developmental operations staff in 1975, and subsequently held the positions of staff manager; editor of ASTM Standardization News; executive director of the Institute for Standards Research, an ASTM subsidiary; and most recently Washington representative.
